ERP for Government Institutions and Federations in Iraq: What to Require
Ministries, authorities, unions and federations in Iraq run on approvals, records and accountability. An ERP built for a retail shop will not fit. Before choosing a system or a supplier, use this checklist.
1. Arabic-first, not translated
Every screen, form, report and printed document must work fully in Arabic with right-to-left layout, using the institution's own terminology. English can sit alongside for international correspondence.
2. Approval chains that match your hierarchy
Requests usually pass through several departments and signatures. The system should model your real chain: who drafts, who reviews, who approves, and what happens when someone is absent.
3. A complete audit trail
Every change should record who did what and when, and records should not be silently deleted. This protects staff as much as it satisfies inspectors.
4. Data hosting and ownership
Many institutions must keep data on their own servers or in-country. Confirm the system can run on-premise, that you own the data and database, and that backups are tested, not just scheduled.
5. Membership and licensing (for unions and federations)
Professional unions and federations need member records, annual renewals, fees, certificates and ID cards. These are rarely standard ERP features and usually require custom modules.
6. Documents and archiving
Incoming and outgoing letters, numbering, scanning and searchable archives often matter as much as accounting.
7. Training and support in Arabic
The best system fails if staff are not comfortable with it. Require role-based training in Arabic, a period of parallel running, and a clear support agreement after launch.
8. A supplier with real references
Ask to see systems running in comparable institutions, and speak to them if possible.
